The Community Development Fund (CDF) is one of the first initiatives in post-conflict Kosovo, designed to help communities in rebuilding their shattered infrastructure and improving community services. The CDF operates as a non-governmental organization with Public Benefit Status, since November 2000 to carry out community development projects through small-scale community investments. With an overall budget of US$23.15 million during 2000-2006 funded by the World Bank and other international and local donors, supported by a contribution of US$ 3.63 million from benefiting communities, the CDF has implemented projects for the benefit of over 40 percent of the Kosovo population.
In Kosovo and abroad, the CDF is well known as a development agency for its visible impact in achieving its prime goal of poverty reduction and improving living conditions both in rural and urban areas, including Serbian, minority communities, and returnees. The success of CDF is attributable to its implementation of three types of high quality, and cost-effective projects, which are infrastructure works, social service projects and institutional capacity building projects

CDF vision is to be an agency engaged in the sustainable development of local communities, integrated into the socio-economic and environmental development processes in Kosovo and in the region, in compliance with European standards.

Chair of Executive Board - Social Services Manager
Vjollca Çavolli is the Chair of the Executive Board as well as the Manager for Social Services and capacity building projects in CDF. Through promotion activities, Çavolli has assisted CDF in establishing partnership with over 270 communities, local government authorities in 33 municipalities and over 100 NGOs all over Kosovo.
Çavolli has managed more than 146 social service and 23 capacity building projects. Between 2005 and 2007 she was a project manager for the SPARK program (Sustainable Partnership for Assistance to Returns in Kosovo) and the USAID Small Scale Infrastructure Program.
During her nine years of experience with CDF, besides daily duties and responsibilities, Çavolli has attended and successfully completed trainings in business English, has acquired the European Business Competence License and has attended the School for European Integration in Pristina.
Earlier, Ms. Çavolli worked for the ICRC as a protection officer, for the WFP as a food monitor, for MSF as a field officer, as well as for the Public Trade Company Gërmia as an intern supervisor. Ms. Çavolli has graduated from the Economic Faculty in the University of Prishtina in 1986.
Member of Executive Board - Procurement Manager
Nermin Mahmuti works as the Procurement and Administration Officer at CDF since 2001. Mahmuti has a working experience of over 20 years, with 8 years experience in the procurement field. Her responsibilities include preparing all tender documents, contracts for internal staff and external consultants, memorandums of understanding, decisions (internal and external), preparing procurement plans and schedules for CDF procurement activities as well as preparation of all required legal documents for the organization.
Formerly, Mahmuti has worked as a Loss Adjuster at the International Insurance Claim Handling Bureau in Pristina, I.I.C. Assistance Ltd. Handling international insurance motor vehicle claims and cases, and as the Administrative Officer at Iskra Delta Computers Slovenia in their branch office in Pristina.
Mahmuti is a lawyer and is licensed with the Procurement Professional Certificate from Public Procurement Regulatory Commission in Kosovo in December 2006.
Member of Executive Board - Finance Manager
Muharrem Hajredini works as the Finance and Administration Manager since 1999. His responsibilities include monitoring, authorizing and recording all the financial and economic transactions. He supervises and controls all the documentation that is related to accounting and finance, in accordance with the local and international accounting standards.
Previously, Hajredini was the financial and accounting director in Ramiz Sadiku company in Pristina and has also worked in the Napredak company as the financial director. He also performed monitoring of economic, financial and judicial matters through his private enterprise Bilanci in Pristina. He graduated in economics in 1978, and is certified with the association of accountants and auditors in the former Yugoslavia and has attended training in procurement, financial reporting according to the World Bank procedures.
The Community Development Fund Project was the first operation financed by the World Bank in Kosovo in 1999 and primarily had to provide rapid, targeted support to assist communities rebuild their shattered infrastructure and improve community services; and to support the development of local governments to allow them to serve their communities in a transparent, fair, and accountable manner. Following the completion of the CDF I, the CDF II Project commenced operations in January 2004, and was closely integrated with the Kosovo medium-term development program. The objectives of the Community Development Fund Project II were to improve the quality, access, and availability of community infrastructure and services in poor and conflict-affected communities, and for vulnerable groups, including returnees, and to promote institutional capacity building and social capital formation at the community and municipal levels so as to improve the quality and sustainability of service delivery, and enhance greater stakeholder participation and empowerment in local development. The specific outputs aimed at achieving the project objectives were as follows: Completion of over 87 infrastructure projects covering potable water supply, schools, playgrounds, community centers, roads, health clinics, and sewerage. Reconstruction of 216 houses for returnees. Completion of 57 social services projects mainly for people with disabilities, women, youth, and the elderly through special activities such as computer courses, sewing classes, and other skill enhancement programs. Capacity building projects comprising 2 at community level and 6 at the local government level, covering financial management, priority standards, European integration issues, informal settlements, and E-Governance. Organization of 10 contractors conferences, 5 workshops for NGO capacity building, provision of technical assistance in over 80 communities, and building the internal capacities of its staff at the same time, aimed at developing a responsive and transparent institution.
